Background on Cal-ITP and EV Payments Transparency Report:

- Cal-ITP is a statewide initiative to enable a modern and consistent transportation experience throughout California.
- Cal-ITP works with mobility providers (transit agencies), private sector, and other state agencies.
- Cal-ITP implements innovations that improve how people learn about, access, and pay for sustainable mobility and transportation
- Cal-ITP’s EV Payments Transparency Report found that regulations and funding have improved the EV charging payment experience, but not introduced standards that support visibility and clarity regarding available payment methods and costs.
- When compared to traditional fuels, electric vehicle charging pricing is not always consistent or visible and the payment types vary widely
- Data sharing is an obstacle to improving this standardization
- Following this report, they’re now seeking stakeholders to address some of these challenges and to potentially join a small-scale demonstration in California.
Cal-ITP Demonstration Project:
- Cal-ITP is looking to highlight and demonstrate a project that can do one, or more, of the following:
- Enhance payment interoperability in electric vehicle charging
- Improve payment data sharing for electric vehicle charging
- Ensure diverse driver populations benefit from user-friendly technology and transparent pricing in electric vehicle charging
- A bonus would be a project that targets disadvantaged/underbanked communities
- The following is the ideal project criteria:
- Located in California
- Deployed in 3-6 months
- Makes measurable improvements (CARB & Cal-ITP should be able to measure or evaluate)
- A bonus would be if it involves a local community partner
- In return, Cal-ITP can provide support for the project in the following ways:
- Project management
- Workshop facilitation
- Demo analysis plan development
- Data analysis and reporting
- Publication/showcase of findings via CARB’s and Cal-ITP’s channels
- Cal-ITP is looking for partners to assist by either developing a demonstration project (OEMs & tech organizations), testing a demonstration (advocates & community reps), or adding insights to the 2026 report that will be developed out of this effort.
Discussion and Questions:
- There was a question about coordination with CEC because CEC is reaching out to manufacturers on Plug&Charge projects
- Cal-ITP is in contact with CEC and is not looking to duplicate efforts
- There were questions about community outreach and involvement.
- Cal-ITP is interested in all community projects and, based on its capacity, would like to talk to community groups that have these types of projects (Car sharing, EV charging)
