Matson Navigation Company, Inc. Settles For $2,201,800
In April 2023, the California Air Resources Board (CARB) reached a settlement with Matson Navigation Company, Inc. (Matson), with its principal location in Honolulu, Hawai’i, in the amount of $2,201,800 for the company’s violation of CARB’s air quality regulations.
A routine audit conducted by CARB staff showed that Matson failed to achieve (1) baseline power reduction requirements, and (2) operational time limit requirements for three years (2020-2022), resulting in 2,910 violations. CARB documented violations as they related to the Airborne Toxic Control Measure for Auxiliary Diesel Engines Operated on Ocean-Going Vessels At-Berth in a California Port (At-Berth Regulation), under California Code of Regulations, title 17, section 93118.3.
To settle the case, Matson agreed to the penalty of $650 per violation for its 2020 fleet, $750 per violation for its 2021 fleet, and $850 per violation for its 2022 fleet, for a total of $2,201,800. The full penalty amount will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality. Matson fully cooperated with CARB to resolve this matter and agreed to adhere to a CARB-approved compliance plan.
