Marine Express Inc. Settles For $22,590
In April 2026, the California Air Resources Board (CARB) reached a settlement with Marine Express Inc. (MEI), with its principal location in Pittsburg, California, for the company's violation of the Airborne Toxic Control Measure for Commercial Harbor Craft Regulation (CHC Regulation), as codified in California Code of Regulations, title 13, section 2299.5 and title 17, section 93118.5.
An investigation conducted by CARB Enforcement Division staff showed that MEI failed to adhere to the limits of operational hours of a pre-Tier 1 or a Tier 1 engine as set forth in the CHC Regulation. To settle the case, MEI agreed to the penalty of $7,530 per each of three (3) violations for a total settlement amount of $22,590.
Terms of the settlement include a requirement for MEI to comply with all other CARB regulations going forward. MEI worked cooperatively with CARB staff to quickly resolve this matter and implemented additional measures to reduce the potential of any future violations.
