The November 6, 2025, Joint Meeting of the California Air Resources Board (CARB or Board), the California Transportation Commission (Commission), and the California Department of Housing and Community Development (Department) will be held a 1001 I Street in Sacramento, with remote participation also available. To only watch the Board Meeting and not provide verbal comments, please view the webcast. If you do not wish to provide oral comments, we strongly recommend watching the webcast as this will free up space on the webinar for those who are providing oral comments. Please do not view the webcast and then switch over to the webinar to comment as the webcast will have a time delay; instead, register to participate via the Zoom webinar.
Public Comment Guidelines and Information
The Board will set a two-minute time limit on oral comments; however, the amount of time could change at the Chair’s discretion. In-person speakers signed up to comment will be called upon first, followed by public Zoom and phone participants wishing to comment. The Chair may close speaker sign-ups 30 minutes after the public comment portion of an item has begun.
Please note that under the California Public Records Act (Gov. Code, § 7920.000 et seq.), your written and oral comments, attachments, and associated contact information (e.g., your address, phone, email, etc.) become part of the public record and can be released to the public upon request.

California Government Code section 14516 directs the Board, Commission, and Department to meet at least twice a year to coordinate implementation of policies that jointly affect transportation, housing, and air quality. This meeting will focus on California’s efforts to align state initiatives that advance goals for climate, housing, and transportation.
Hard copies of the Public Agenda will be provided at the meeting. Copies of all other documents linked below will only be available upon request.

Item 1: Executive Officer’s Report

The Board, Commission, and Department will hear a presentation by CARB’s Executive Officer describing updates of relevance to our three agencies.

Item 2: Potential Impacts of Federal Attacks on California Vehicle Emission Standards
Presentations: CARB and California Department of Transportation
The Board, Commission, and Department will hear presentations by the California Air Resources Board and California Department of Transportation, describing potential impacts of the federal attacks on California vehicle emission standards.
Item 3: Regional Perspective: Air Quality, Housing, and Transportation Project Delivery
Presentations: Metropolitan Transportation Commission, Sacramento Area Council of Governments, Merced County Association of Governments, Southern California Association of Governments, San Diego Association of Governments
The Board, Commission, and Department will hear presentations describing potential impacts of the federal attacks on California vehicle emission standards, from regional agencies including the Metropolitan Transportation Commission, Sacramento Area Council of Governments, Merced County Association of Governments, Southern California Association of Governments, and San Diego Association of Governments.
Public Comment:
There will be two public comment periods to allow interested members of the public to address the Board, Commission, and Department with comments related to Item 2 and Item 3.
Joint Meeting Wrap-Up and Closing Remarks
CARB’s Executive Officer will briefly provide the meeting wrap-up and then each agency will provide closing remarks. Leadership from the Board, Commission, and Department will provide closing remarks to conclude the Joint Meeting.
