November 4, 2020 Joint Coordination Meeting with the California Air Resources Board, California Transportation Commission, and California Department of Housing and Community Development
In accordance with Governor Newsom’s Executive Orders N-29-20 and N-33-20 as well as recommendations from the California Department of Public Health, the Joint Meeting will not have a physical location. This will be a remote-only meeting.
The Board Meeting will be conducted remotely via a web-based videoconferencing service called Zoom. Members of the public who wish to comment verbally can register for the webinar to comment.

Alternatively, on the morning of the Board Meeting, members of the public can offer verbal comments by telephone. Members of the public do not have to register beforehand if they call in using the number below.

How to Participate in the Remote Board Meeting
Wednesday, November 4, 2020 @ 9:00 a.m.
Assembly Bill 179 (Cervantes, Chapter 737, Statutes of 2017) directs the California Air Resources Board (CARB or Board) and California Transportation Commission (CTC or Commission) to meet at least twice a year to coordinate implementation of transportation programs and policies. In 2019, Assembly Bill 185 (Grayson, Chapter 534, Statutes of 2019) added a representative from the Department of Housing and Community Development (HCD) to the joint meetings and expanded the scope of these meetings to include discussions of policies that jointly affect transportation, housing, and air quality. This meeting will focus on aligning the agencies’ actions to better achieve the State’s climate goals.

CARB, CTC, and HCD will hear a presentation from the San Diego Association of Governments (SANDAG) about their sustainable communities strategy and what actions they need from the State to meet transportation, housing, and climate goals.

Climate Action Plan on Transportation Infrastructure (CAPTI)
Presentation: Development of CAPTI
CARB, CTC, and HCD will hear a presentation from the California State Transportation Agency (CalSTA) on the development of an inter-agency Climate Action Plan on Transportation Infrastructure to implement the transportation infrastructure portions of EO N-19-19 and EO N‑79-20. EO N-19-19 calls for actions from multiple State agencies to reduce greenhouse gas (GHG) emissions and mitigate the impacts of climate change and it focuses on leveraging discretionary state transportation funds to reduce GHGs in the transportation sector. EO N-79-20requires State transportation agencies to identify near term actions and investment strategies to improve clean transportation, sustainable freight, and transit options.

No outside memory sticks or other external devices may be used at any time with the Board audio/visual system or any CARB computers. Therefore, PowerPoint presentations to be displayed at the Board meeting must be electronically submitted via email to the Clerks' Office no later than noon on the business day prior to the scheduled Board meeting.
