Los Angeles Department of Water and Power Settles For $137,900
In May 2025, the California Air Resources Board (CARB) reached a settlement with the Los Angeles Department of Water and Power (LADWP), with its principal business office in Los Angeles, California, for the company’s violation of the Regulation for Reducing Sulfur Hexafluoride Emissions from Gas Insulated Switchgear (SF6 GIS Regulation), as codified in the California Code of Regulations, title 17, section 95350 et seq.
Following an investigation conducted by CARB Enforcement Division (ED) staff identified and documented that LADWP failed to meet the applicable reporting requirements for Reporting Years 2020, 2021, and 2022 under the SF6 GIS Regulation. To settle the case, LADWP agreed to an average penalty of $700 per day for 197 days of violation, resulting in a total settlement amount of $137,900. Terms of the settlement also include a requirement for LADWP to comply with all other CARB regulations going forward.
Of the total settlement, the amount of $101,024 in civil penalty will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality. The remaining amount of $36,874 will fund the Supplemental Environment Project (SEP) entitled Cleaner Air Greener Schools, with U.S. Green Business Council – LA Chapter. The project will include the installation of indoor and outdoor air quality sensors and air purifiers for 10 schools in 5 classrooms each, and will provide education on air pollution reduction for 2,000 students in elementary, middle, and high school students impacted directly by air pollution, through Sustainability Fundamentals workshops for schools in the Los Angeles region’s disadvantaged communities as identified in the CalEnviroScreen Map 4.0.
LADWP worked cooperatively with CARB staff to quickly resolve this matter. Further, they have had no prior compliance issues, and implemented additional measures to reduce the potential of any future violations.
