Submitted Comment Name Katharine Dickson Affiliation None (submitted independently) Subject Independent Scientific Response to the Information Solicitation on the Dairy and Livestock Provisions of Senate Bill 1383 Message Dear Chair Sanchez, Executive Officer Cliff, Executive Director Oppenheimer, Secretary Ross, and CARB Staff, Please find attached my independent scientific response to CARB's Information Solicitation on the Dairy and Livestock Provisions of Senate Bill 1383. I am a rumen microbiologist with a Ph.D. in Molecular, Cellular, and Developmental Biology. I am submitting this response independently, without industry funding. A separate submission from Climate Action California, to which I contributed in an advisory capacity, will also be filed. This response addresses twelve of the thirty RFI questions, with particular focus on facility-level data reporting schema, inventory methodology, techno-economic analysis of enteric mitigation strategies, and institutional capacity for Tier 3 implementation. I hope it will be a useful resource for CARB technical staff.
