Zero NOx Proposal on Water Heaters & Space Heaters

The proposal requiring zero NOx emissions for new water and space heaters is not going far enough. It doesn't align with state climate goals and won't reduce greenhouse gas emissions nearly enough. It also fails to eliminate air pollution at the pace required by the SIP.

The 2030 start date should be accelerated to prevent years of unnecessary emissions, and the emissive sales limits need to ramp down much faster. The current credit system needs restructuring, while stronger penalties for non-compliance are essential.

CARB's analysis appears to overestimate the electrical service upgrades needed for installing non-polluting devices. While common sense exceptions are appropriate, the overall framework needs significant strengthening to truly address air quality and climate challenges effectively.
