Heat pumps are awesome and we should encourage adoption

I have a heat pump in the ADU we live in on the back of my wife's parents house. It works awesome, and since we have solar the cost of use is tiny. It keeps my home toasty in the winter and cool in the summer and I would hope that the board can continue to encourage all new builds to put in a heat pump for both HVAC and water heating, which we also have and love. The challenge to heat pump adoption is mostly high labor costs here in the bay area, but that is a fact of life until we train up new workers. Could there be a plan to encourage that as well? A continuing pool of new workers would help more contractors be efficient and help keep costs down. As well as some streamlining of the regulations for heat pump installs throughout. Where they can be located in the yard, noise requirements, etc. Adopting standards would be super helpful.
