No to CARB's Emissive Sales Limit Proposal

I urge you NOT to adopt the newly proposed emissive sales limit with credit approach. This approach is flawed in several ways:
It adds an unnecessary record keeping burden and is more complex to administer and enforce.
Proposal does not properly align with state climate goals
Will not nearly reduce GHG emissions enough as required by 2022 Scoping Plan
Falls far short of eliminating air pollution as needed to match targets of the State Implementation Plan (SIP)

I strongly urge you to implement the approach adopted by the Bay Area Air District.

If your priority is certainty and public health, the zero-NOx requirement is stronger.

The Zero-NOx installation requirement (with exceptions) has many advantages:

Clear, simple rule
Guarantees real emissions reductions
Easier for the public to understand
Faster climate and health benefits.
