hybird, dual-fuel heat pumps...

Please continue to allow dual fuel, hybrid heat pump systems (e.g. electric heat pumps backed up with gas furnace), especially in areas where the temperatures can drop below freezing. Electric heat pumps are great, but not as efficient when the temperatures drop to freezing or below and it's necessary for a little back-up heat. (I had an issue with BAAQMD saying they don't allow dual-fuel, hybrid systems as part of their woodsmoke grant program. They should allow them in areas of the Bay Area where the temperatures drop to freezing or below, such as the North Bay.) The hybrid systems don't use that much gas - my PGE gas bill went from 25 therms/mo in winter to 3 therms/mo when I added an electric heat pump to the gas furnace as a hybrid, dual-fuel system.
