Center for Resource Solutions (CRS) appreciates the opportunity to submit comments in response to the California Public Workshop: Potential Amendments to the Cap-and-Invest Regulation, held on Thursday, October 29, 2025. These comments focus on the Voluntary Renewable Electricity Program (VREP) and the need for CARB to transition to an automatic, data-driven allowance allocation and retirement process to ensure that voluntary renewable electricity purchases continue to deliver real, additional emissions reductions within California’s Cap-and-Invest framework.
