Cap and Trade Program

All the climate scientists agree on one point- it's imperative to keep the fossil fuels in the ground.  DOing that should be the main focus of California's energy plan.

Please stop allowing IOUs to give the Cap and Trade revenue as a customer rebate and use it to finance visible, upfront incentives for low-income ratepayers for the purchase of high efficiency heat pumps and other energy efficient purchases.  I and many of my neighbors would gladly switch from our inefficient natural gas heaters to heat pumps if we were given substantial rebates to purchase the heat pumps.  Why are we not taking the lead on this?  The current rebates are not effective.

We should invest in local utility scale renewable energy and storage on the distribution grid to improve local resiliency, reduce threats of wildfire shutoffs, and reduce damage to the desert, caused by large scale solar.  As someone whose family members lost their home in the Thomas Fire in Ventura County, the issue of reducing threats of wildfire and wildfire shutoffs is close to my heart.  We need to build more community solar  and storage throughout the state, but especially in fire prone areas.

Sincerely,  Jayne Turcotte
