Re: ZEV Forward Public Dialogue Sessions - Prioritize VMT Reduction and Rail Electrification

Please see attached letter. Californians for Electric Rail recommends CARB prioritize policymaking to reduce VMT in both freight and passenger sectors and overhead electrification of freight and passenger rail. CARB should focus on rapid implementation of proven rail solutions - not hydrogen trains, which are not zero-emission and can negatively impact rail operations. We recommend CARB support freight demonstration projects of overhead catenary, support infrastructure planning for rail electrification, work to develop financing for a rolling electrification program that includes freight and passenger rail, and engage in new rulemaking for transportation sector emissions, provided that new regulations are tailored to infrastructure and funding plans, and do not increase VMT or incentivize hydrogen.
