Submitted Comment Name Jim Meyer Affiliation Business Owner Subject CARB promotes hex chrome with ZEVs Message The original AB617 Wilmington Carson West Long Beach CERP identified hex chrome from brake dust as the second largest toxic concern in the community (after DPM). Subsequently, CARB trumpeted, and I quote, "Hex Chrome is 500 times more toxic than diesel exhaust" to the public and to it's own board when deciding to implement the Chrome ATCM. The imposition of the Chrome ATCM caused the banning of my business, located on the westside of Long Beach, which employs 16 people. Our pollution control system achieved a "Non-Detect" for hex chrome and we are not located near any residential receptors - yet CARB banned us due to concern over hex chrome. Now this... CARB is leading an effort to promote electrification of vehicles. Electric vehicles carry very heavy batteries. Due to their weight, batteries displace cargo and increase the equivalent number of trips required to move goods from the ports. Truck traffic volume is increased. Additionally, the heavier trucks require additional brake activity and wear to decelerate. Further, since electric motors have more torque, the acceleration of the trucks is greater and that requires more brake activity. More brake activity equals more hex chrome emissions from brake dust. So, CARB banned a rule 1469 compliant stationary source with HEPA controls, not near sensitive receptors, that contributes to reduced environmental damage by recycling aircraft parts and repairing CalFire aircraft, and now, CARB is promoting use of faster, heavier, and more frequent trucks which will increase the toxin CARB said they were MOST worried about in the community. CARB uses West Long Beach as it's poster child for community disadvantage and calls it the most polluted community in California. CARB and the "non-profits" it funds continue to use West Long Beach to raise funds for pet projects and politicians. The hypocrisy is obvious to all who choose to educate themselves on the facts. Despite numerous written public comments to the CARB board highlighting this absurdity, CARB has not reached out with any willingness to change the Chrome ATCM. Chrome platers are the hex chrome scapegoat despite emitting less than 2% of emissions statewide. Here we see that CARB is promoting hex chrome emissions.
