Submitted Comment Name Rick Reyes Affiliation California resident Subject ZEV and CARB Message To begin with, The California Air Resources Board (CARB) has no legitimate jurisdiction to mandate that residents transition to electric vehicles (EVs) because its rules are not created or approved by a public vote. CARB is an unelected regulatory agency, not a lawmaking body accountable to the people. Its board members are appointed, not elected, and the sweeping mandates it enforces—like EV transitions—are pushed through without direct consent from California voters. In a democratic society, major lifestyle and economic changes should be decided by the people, not imposed by bureaucrats operating outside the electoral process. Therefore, CARB’s authority to enforce such mandates is administrative, not democratic, and lacks the foundational consent of the governed. Such regulations have major economic impacts. From personal experience I went from having a fleet of 8 commercial trucks down to 2 over Air board regulations. Economically it's undoable to replace all trucks without being in immense debt. Speaking of debt, cost of emissions parts and increase amount of breakdowns for these so called "CLEAN EMISSIONS" systems are through the roof. So yes, I do think the federal government should intervene on this matter and others because California's emissions regulations and laws interfere in interstate commerce as well.
