Government fleets need more flexibility to meet ACF requirements. Maybe substituting emissions reductions as ACF credits if fleet can't purchase ZEV vehicle but can reduce emissions. Penalizing fleets wouldn't make anyone want to comply with the regulation anymore. It's better to incentives cooperation than penalize fleet with obstacles. Ultimately the goal is emissions reductions, if we can do this through different approaches, not just with BEVs, then we can ensure clean er air and lower emissions. Make it attractive for fleets to try out things and only penalize if no actions are done.
