SB 596: Draft Net-Zero Greenhouse Gas Emissions Strategy for the California Cement Sector

California's GHG emissions (371.1 MMT CO2e. - 2022 per CARB) represent less than 1% of the global GHG emissions (53.3 billion tons of CO2e). The overview and the role of the SB 596 Cement Strategy states that GHG emissions from cement production represents 2% of statewide GHG emissions (7.5 MMT or .14% of the global GHG emissions). Once again California law makers and the California Air Resources Board fail to discuss the impact of the state's GHG emissions on GLOBAL CLIMATE CHANGE. Mitigating GHG emissions on a state level is counter intuitive to the GLOBAL issue. Mitigating GHG at the state level doesn't impact local climate change. Please discuss how SB 596 as well as the State of California's GHG policies for the reduction of GHG emissions actually combat GLOBAL CLIMATE CHANGE. Please provide the actual climate science and not the political science agenda that our policy makers blindly roll out with their feel-good Senate Bills.
