Submitted Comment Name Michael McCarthy Affiliation N/A Subject SB 1075 Hydrogen comments Message The SB 1075 analysis presentation had a number of omissions that may be of importance. 1) Hydrogen indirect GHG impacts are not included in GREET R&D. See Sand et al., 2023 in Nature. Please adjust or caveat slide 14 estimates of GHG impacts accordingly. 2) Slide 20 asserts that the 'Bay Area and LA' are concentrated areas of hydrogen demand. Please quantify and support these assertions, since the map seems to demonstrate that Central Valley demand is as large as Bay Area and the non-LA SoCal Counties have more demand than the Bay Area. Additionally, the flow of hydrogen will need to move from the North to the South due to the mismatch in supply/demand characteristics; please use examples to demonstrate transport costs based on the actual supply/demand spatial mismatch, which seems analagous to California water supply. 3) Please indicate how community engagement and environmental justice will be incorporated for non-production categories of the analysis. Right now it is focused on production areas. Slide 29 again lists the Bay Area and Los Angeles as omits demand areas without quantitative justification. Disadvantaged communities map is too zoomed out to see disadvantaged areas in urbanized core areas - needs inset maps for major metro areas like LA metro, Riverside Metro, SD metro, Sacramento Metro, and SF metro, and SJ metro.
