I support CARB’s efforts to implement SB253 and SB261 to ensure corporate accountability in GHG emissions reporting and climate risk disclosure. These laws are essential for fostering transparency and creating a just transition to a low-carbon economy. In my work within the social impact space, I have seen firsthand how systemic inequities exacerbate climate vulnerabilities, particularly for marginalized communities. It is essential that the implementation of these laws not only ensures rigorous and standardized GHG emissions reporting across Scopes 1, 2, and 3 but also incorporates equity considerations into climate risk assessments. I urge CARB to: Prioritize Accountability: Establish clear guidelines and robust verification mechanisms to ensure accurate and comprehensive reporting from companies. Address Climate Equity: Incorporate metrics that assess the impact of corporate activities on vulnerable communities, ensuring that the transition to a low-carbon economy is just and inclusive. Engage Stakeholders: Actively involve diverse voices, including community organizations, non-profits, and impact-driven businesses, in shaping these regulations to ensure balanced and equitable outcomes. Focus on Education and Accessibility: Provide resources and training to assist smaller organizations and underserved groups in meeting these requirements. By aligning the implementation of SB253 and SB261 with these principles, CARB can set a precedent for climate policy that not only mitigates environmental risks but also creates a fairer and more resilient future for all Californians.
