Revenue Threshold for SB-253

Can you provide clarity on the $1b threshold. If a company finishes 2024 under $1b in annual revenue but over $1b in 2025 do they need to report 2025 emissions in early 2026? A company that starts the reporting period having never done $1b in revenue might not be expecting to comply and could be in for a surprise when revenue spikes at the end of the reporting period and pushes them over $1b.
