expand Yard Tractor Excluding Backup Exemption into regualation

in definitions, Backup Exemption, "excludes Yard Tractors". If there is confusion from public, I would suggest add a sentence to other places within the regulation, where I think most personnel will read for ACF requirements. If you miss the definition Backup Exemption that excludes Yard Tractors, the regulations do not restate Yard Tractors are not allowed to be a "backup Exemption" vehicle.
