The California Air Resources Board (CARB) invites you to participate in a community meeting to support the development of a report on hydrogen production and use in California, as called for by Senate Bill (SB) 1075 (Skinner, Chapter 363, Statutes of 2022). SB 1075 requires an evaluation of hydrogen production, transmission, distribution, and end use to accelerate progress toward the State’s climate and energy goals. CARB welcomes your thoughts, experience, and perspectives on hydrogen fuels and future development.
Spanish language interpretation services will be provided at these meetings.
Your feedback will be considered in the development of the comprehensive report on hydrogen prepared by CARB pursuant to Senate Bill (SB) 1075.

Spanish language interpretation services will be provided at these meetings. If you are unable to attend these meetings, you are welcome to submit comments via the contact information listed. CARB will host virtual workshops and request comments on the draft report throughout this year to gather additional public recommendations. A separate notice will be issued when a workshop is scheduled.
Background
In 2022 the Legislature passed SB 1075, which requires CARB, in consultation with the California Energy Commission and California Public Utilities Commission, to develop a report on hydrogen production, deployment, and use across all sectors as a key part of achieving the State’s climate, air quality, and energy goals.
The 2022 Scoping Plan Update lays out a cost-effective and technologically feasible path to achieve carbon neutrality by 2045 and reduce human-caused greenhouse gas emissions by 85% below 1990 levels. The plan identifies displacing fossil fuel with renewable hydrogen produced through various methods (e.g., electrolysis, biomethane, or from biomass), as an alternative to fossil fuels in the transportation, buildings, industry, and electricity sectors as key energy transition action.
