Pre-Solicitation Meeting for Community Engagement Grant for CARB’s Satellite Methane Project

The California Air Resources Board invites you to participate in a virtual public meeting to provide input on the grant solicitation for the Community Engagement for Purchased Satellite Data Grant. The California State budget allocated $5 million to ensure satellite methane measurements are accessible, understandable, and useful to communities. Details for participation are provided below. Workshop materials will be posted to the California Satellite Methane Project Meetings & Events webpage prior to the workshop.
During the meeting, staff will briefly present background information on the California Satellite Methane Project (CalSMP) and summarize the community engagement grant solicitation process. Staff will also share preliminary plans for the solicitation and lead a conversation to solicit feedback to help develop the draft grant solicitation. CARB will use the feedback from this meeting to shape the solicitation. Spanish interpretation will be provided during the workshop. Spanish interpretation will be provided during the workshop.
Verbal feedback about the solicitation may be provided at the workshop, and staff will also accept written feedback following the workshop through 5:00 p.m. Pacific Time on May 23, 2025. A link to submit written feedback will be posted to the California Satellite Methane Project Meetings & Events webpage on the day of the workshop.

Background
Methane is a greenhouse gas responsible for 25% of global warming and 28 times more potent than carbon dioxide over a 100-year time frame.
The California Satellite Methane Project (CalSMP) is part of California’s commitment to reduce the State’s greenhouse gas emissions, achieve carbon neutrality by 2045, and curb threats to public health, property, and the environment.
Through CalSMP, CARB will use state-of-the-art technology to identify methane plumes and work with state and local agencies, and industry to identify and repair methane leaks. The technology will be on satellites that continuously orbit the Earth, providing regular images of methane plumes. The regular orbit will help to quickly identify leaks, repair them in a timely manner, and verify that they are no longer emitting. As part of CARB’s commitment to transparency, all detected plumes and supporting data will be made available to the public. California does not own the satellites and will pay only for the data provided to the State.
The California state budget allocated $5 million in local assistance funding for community grants. This will fund community outreach efforts to ensure methane observations are accessible, understandable, and useful to communities.
