Implementation Work Group: Public Meeting to Implement the Fiscal Year 2023-24 Innovative Small e-Fleet Program (ISEF)

The California Air Resources Board (CARB or Board) invites you to participate in a public work group meeting on the implementation of Fiscal Year (FY) 2023-24 policy for the Innovative Small e-Fleet Pilot Program (ISEF). Staff will review updates to the Implementation Manual based off the Board-approved FY 2023-24 Funding Plan for Clean Transportation Incentives and discuss ideas for further implementation updates. Staff will also allocate time for participants to share feedback and additional ideas for implementation updates.

Background
The FY 2021-22 Funding Plan established ISEF as a set aside within the Clean Truck and Bus Voucher Incentive Project (HVIP). HVIP offers point-of-sale discounts for zero-emission trucks and buses statewide. HVIP is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment, particularly in overburdened communities. These investments accelerate the transition to low carbon freight and passenger transportation with a priority on providing health and economic benefits to California’s most disadvantaged communities. Since its inception, over 60 percent of awarded HVIP funding has benefited disadvantaged and low-income communities.
The ISEF set-aside is designed to allocate vouchers towards small fleets (California companies with 20 or fewer vehicles operating in California and less than $15 million in annual revenue) including individual owner/operators making the transition to zero-emission vehicles. It is intended to pilot innovative mechanisms such as all-inclusive leases, peer-to-peer vehicle sharing, truck-as-a-service, assistance with infrastructure, and individual owner planning assistance, as well as other mechanisms.
The FY 2023-24 Funding Plan, approved by the Board on November 17, 2023, allocated $14.3 million to ISEF.
