Vapor Recovery of Bulk Plants and Terminals

The California Air Resources Board (CARB) is required by California Health and Safety Code section 41954 to certify systems designed to control gasoline vapor emissions during gasoline marketing operations. This includes certifying vapor recovery systems at bulk plants and bulk terminals. To initiate the certification of a bulk plant or terminal, please email Mr. Basharat Iqbal.

The definition of a bulk plant is; "an intermediate fuel distribution facility where delivery to and from storage tanks is by cargo tank." To provide further clarification, a bulk plant does not receive fuel by pipeline, railcar or marine barge. Further, a bulk plant may have either underground storage tanks or aboveground storage tanks. A bulk plant may also have an associated vehicle fueling facility. | The definition of a bulk terminal is; "a primary distribution facility for the loading of cargo tanks that deliver gasoline to bulk plants, service stations and other distribution points; and where delivery to the facility storage tanks is by other than by cargo tank." To provide further clarification, a bulk terminal receives fuel by pipeline, railcar or marine barge and may have either fixed or floating roof aboveground storage tanks. |
