Application Submittal
When PERP receives your application, staff will review it to determine if it is complete. If it appears complete, staff will enter your application into the system and send you a billing invoice for the fees that are due. If the application is incomplete, staff will return it with an explanation of what is missing.
Per the PERP Regulation, PERP has 90 days to issue registration once the application is deemed complete. The 90-day processing time begins when CARB receives full payment for all applicable fees. These fees will not, generally, be refundable. Please reference the PERP billing invoice number, or a PERP application number, with your payment. This allows staff to apply the payment to the correct application and will help prevent unnecessary delays.
While processing your application, if staff need to contact you for further information, your application will become incomplete. Your application will remain incomplete until staff receive all the required information and/or applicable fees.
Note: If your application includes auxiliary engines on two-engine vehicles, processing times are dependent on your compliance with other applicable CARB program (i.e. Off-Road, Truck and Bus, Harbor Craft). Staff confirms compliance for each such engine. If there is a compliance issue, your application will remain incomplete until it is resolved.

Current Engine Registration Requirements
For initial registration into PERP, diesel engines must meet eligibility requirements as outlined below:
For engines rated at 50 bhp to 750 bhp, only:
- Tier 4 Final, Tier 4 Interim flex, or Tier 3 flex.
For engines rated over 750 bhp, only:
- Tier 4 Final, Tier 4 Interim flex, or Tier 2 flex.
Exceptions for special engine categories (e.g. 2-engine vehicles, hazardous location engines).
Spark ignition engines must be either certified engines 2007 or newer, or non-certified engines meeting Table 1 standards of the PERP Regulation section 2456.
