Recent court decisions related to ozone reasonable further progress baseline inventory years and contingency measures require California to submit State Implementation Plan (SIP) revisions addressing these issues for certain nonattainment areas. Additionally, CARB staff developed a new version of its on-road mobile source EMission FACtor model, EMFAC2017. Since EMFAC2017 motor vehicle emission estimates are higher than EMFAC2014 estimates used in the SIP, CARB staff updated transportation conformity budgets to include safety margins in the relevant areas to accommodate the potential increase in motor vehicle emissions.
On October 25, 2018, CARB adopted the 2018 Updates to the California State Implementation Plan.
On February 21, 2019, the Board will consider amending the 2018 SIP Update Statewide Contingency Measure to include the 12 µg/m3 annual and 35 µg/m3 24-hour PM2.5 standards in the South Coast Air Basin.
