Santa Barbara County Air Pollution Control District (District) did not attain the federal ozone standard by the December 1997 attainment deadline. Subsequently, the nonattainment area was required to submit a SIP revision to address planning requirements as a result of a reclassification due to the failure to attain the standard. In December 1998, the District's Board adopted an air quality management plan (1998 Clean Air Plan) that revised the 1994 ozone attainment demonstration, conformity budgets, and added the post 1996 rate of progress demonstrations. In addition, the 1998 Clean Air Plan updated ozone modeling and improvements to the emission inventory.
