The California Air Resources Board (CARB) grants approval to Independent Contractors to perform any of the published test methods used for compliance with air pollution control regulations in California, per California Code of Regulations (CCR) title 17, section 91207. Compliance testing requirements vary by local agency, and may include published CARB test methods, U.S. Environmental Protection Agency (U.S. EPA) test methods, or other published test methods.
The Independent Contractor must be able to perform both the sampling and analysis in-house, and neither may be subcontracted to an outside contractor. Approvals are granted based on the Independent Contractor's ability to meet general program requirements for the individual test methods requested.
