CARB’s enforcement program includes both emissions testing and extensive audits. The regulation requires all regulated wood materials come from a mill that has undergone testing and certification by a CARB approved independent certifier. Producers of finished goods are required to use composite wood materials that are manufactured in a certified mill and meet the emission standards. Compliance efforts must be documented and finished goods containing composite wood materials must be labeled as being compliant.
Investigators in the Composite Wood Products program inspect products and packaging for compliance with labeling requirements and purchase selected products for formaldehyde emissions testing. Additionally, CARB verifies each part of the supply chain has documented the precautions taken to ensure only composite wood materials are sold in California. The Composite Wood Enforcement Program is responsible for investigating violations of the ATCM and presenting findings for a suitable resolution.
