Background
CARB entered into an agreement with the University of California Energy Institute to obtain expert analysis and advice on the Cap-and-Trade market design, operation, and monitoring. The agreement ran through December 2013.
The Emissions Market Assessment Committee (EMAC) held public meetings at CARB headquarters in Sacramento to give stakeholders an opportunity to identify market issues of concern. Stakeholders were invited to bring market issues to the attention of EMAC through e-mail, and EMAC reviewed stakeholder concerns and prioritized them for economic analysis. EMAC responded to the issues through presentations at public EMAC meetings, written analyses, or through consultations with and advice for CARB staff. The form of communication depended on whether the issues could be addressed publicly, since the analyses involved confidential market information. EMAC also conducted meetings with CARB staff on market issues that involved confidential market information. These meetings were closed to the public.
As part of its work, EMAC discussed options for the release of Cap-and-Trade market data with stakeholders at its last public meeting on November 4, 2013. EMAC has concluded its work and finalized an issue paper entitled “Information Release on Allowance Holdings in the Greenhouse Gas Emissions Cap-and-Trade Market,” which may be accessed below.
