COI Fee Calculation
Contact
COI fees are calculated for Fee Payers by multiplying the Fee Payer's total emissions subject to the COI Fee Regulation by the Common Carbon Cost (CCC). The CCC represents the statewide cost of implementing AB 32 programs per metric ton of carbon dioxide equivalent (MTCO2e) emitted. It is calculated as the total required revenue (i.e., implementation expenses and adjustments budgeted for the current fiscal year, plus any shortfall or minus any surplus in actual revenue collected during the previous fiscal year) divided by the total statewide emissions subject to the COI Fee Regulation in the most recent data year for which verification has been completed.
As shown in the table below, the total implementation expenses budgeted for fiscal year 2022-2023 are approximately $98,671,000. The total emissions subject to the COI Fee Regulation for data year 2020 were approximately 285 million MTCO2e. Thus, the CCC used in 2022 invoices was approximately $0.34 per MTCO2e emitted.
The Common Carbon Cost and Fuel Fee Rates page lists historical CCC and transportation fuel fee rates.
