1. Housekeeping and Logistics

• CARB to provide general housekeeping and logistics, including Zoom instructions and Spanish interpretation. 

2. Introductions and Opening Remarks 

• Welcome from Chanell Fletcher, CARB's Deputy Executive Officer for Equity, Communities and Environmental Justice, and acknowledgement of CARB participation.
• Opening remarks from EJAC Co-Chairs, including ground rules, meeting agreements, agenda overview.  

3. Debrief from the September 11, 2025, Joint EJAC/CARB Board Meeting   

• EJAC to debrief on outcomes from the joint EJAC/CARB Board Meeting discussion.

4. EJAC Discussion on the Cap-and-Trade Program

• EJAC guest speaker Barbara Haya, Senior Fellow at the Center for Environmental Public Policy (CEPP) and Director of the Berkeley Carbon Trading Project, to present on offsets and direct environmental benefits.

Background Information:

EJAC motioned to approve the finalized Cap-and-Trade Program resolution in the August 14, 2025, EJAC Public Meeting, and presented their finalized resolution in the September 11, 2025, joint EJAC/CARB Board meeting.

5. EJAC Discussion on Landfill Methane 

• EJAC guest speaker Erica Parker, Californians Against Waste, to present on landfill methane.

         Nick Lapis, Californians Against Waste, will present on behalf of Erica Parker due to scheduling conflicts.

• EJAC discussion on landfill methane with guest speaker, CARB staff, and EJAC members.

6. Public Comment 

• LRI to open the public comment period for Cap-and-Trade and Landfill Methane.

7. EJAC Discussion on the Natural and Working Lands Recommendations

• EJAC to discuss their updated draft recommendations and seek EJAC comment prior to motion to approve.

Background Information:

EJAC presented the updated resolution in the July 17, 2025, and August 14, 2025, EJAC Public meetings but ultimately did not motion to approve to allow additional time on the recommendations.
