Webinar on New Cargo Tank Data Management System: On November 12 via remote access, CARB will host an informational webinar on the new Cargo Tank Data Management System (CT DMS), a component of the Cargo Tank Vapor Recovery Program, which is responsible for ensuring the reduction of Volatile Organic Compound (VOC) emissions from gasoline cargo tanks. CT DMS was implemented to address inefficiencies with the previous reporting system and has been updated to streamline the certification process. The system offers features that benefit stakeholders, such as enhanced security, an improved notification process, invoicing, an in-system payment portal, and a visible cargo tank history, among other items. Webinar on Clean Truck Check: On November 12 via remote access, CARB will host the second of two emissions testing training webinars to discuss vehicle testing requirements within the Clean Truck Check program. The first webinar took place on October 9. Periodic vehicle emissions testing requirements became effective October 1, and the first associated vehicle compliance deadline will occur in January 2025. These emissions tests must be performed by a CARB-credentialed tester. Staff will provide an overview of the new requirements and how fleets can use the Clean Truck Check reporting system (CTC-VIS) to track their upcoming testing requirements and vehicle compliance testing results. CARB staff will also discuss how credentialed testers are now able to view their submitted test results, how to establish a tester account, and how to track and review submissions. The implementation of Clean Truck Check began on January 1, 2023, with deployments of roadside emissions monitoring equipment to screen for vehicles operating with potentially high emissions. Vehicles identified as potential high emitters receive a Notice to Submit to Testing and are required to submit a passing compliance test to CARB, which may include emissions-related repairs, within 30 days of receipt of the notice. The successful implementation of Clean Truck Check is critical for achieving State Implementation Plan commitments and moving closer to meeting federal ambient air quality standards and improving public health.
Public Landscaper Workgroup Meeting on Small Off-Road Engines: On November 13 via remote access, CARB will host a public workgroup meeting on small-off-road engines (SORE) for landscapers. CARB staff will discuss with professional landscapers recent updates to the SORE regulations, which will affect new engines used in landscape equipment. SORE are spark-ignition engines with rated power at or below 19 kilowatts (25.5 horsepower) used in nonstationary equipment. Emissions from SORE have decreased by 50% since 2000 due to regulations and increasing adoption of zero-emission equipment (ZEE). CARB has adopted amendments to the SORE regulations that will transition SORE equipment to ZEE as soon as possible in order to achieve additional emissions reductions. The discussion will include zero-emission equipment, smart-charging technologies, and incentive programs. The meeting will be translated into Spanish, and the public will have the opportunity to ask questions. More information can be found on the SORE rulemaking page.
Zero-Emissions Showcase + Ride & Drive: On November 13 in Pomona, CARB and CALSTART will host a free Zero-Emissions Showcase + Ride & Drive event featuring medium- and heavy-duty trucks (Class 2b-8), heavy-duty off-road equipment, school and transit buses, and commercial vans. The public will have the opportunity to test drive these vehicles, become familiar with various zero-emissions technologies, and learn about funding programs that could help with zero-emissions technology purchasing. CARB staff will present on the Advanced Clean Fleets Regulation and be available to answer questions.
Assembly Bill 32 Environmental Justice Advisory Committee Meeting: On November 14 in Sacramento and via remote access, CARB will host a public meeting for the Assembly Bill 32 Environmental Justice Advisory Committee (EJAC). The committee is comprised of representatives from California communities most heavily impacted by air pollution. This upcoming meeting will include a public comment period.
