Credentialed Tester Account Creation, Viewing, and Reviewing Test Results
Clean Truck Check - Vehicle Inspection System (CTC-VIS)
Account Creation (Registration)
Navigate to Cleantruckcheck.arb.ca.gov . The following CTC-VIS portal’s landing page should be displayed.
Click on the “Register” button on the landing page. The following User/Owner Registration form should be displayed.
Select “Credentialed Tester Account” from the “Account Type” dropdown menu.
Enter one tester email address for the “Username” and then “Re-enter User Name to Confirm” fields, and click on the “Continue” button.
The email you use must match your OBD Device email
Please note:
Each tester account is required to utilize a unique single email address.
Credentialed testers will be able to view the test results through their tester login portal several minutes after transmitting OBD tests to CARB.
On the Tester Information page, complete all required fields indicated by a red * and click on the “Next” button. Please verify the address by clicking on the "Verify" button and then selecting the correct address.
On the Form Submit page, click on the checkbox under Acknowledgement and then click on the “Submit” button. (The system will automatically populate your username into the “Submitter” field.)
The following confirmation page should be displayed:
After completing the initial registration steps in CTC-VIS, you will receive an email from CARB Admin/Okta (the provider used by CTC-VIS) to authenticate your username and create a password. Please follow the instructions in the email (see screen shots below) to verify your username and set up your password. This password will be used to log in to CTC-VIS. Once you’ve completed the Okta authentication process, you’ll be granted access to CTC-VIS.
If you have not received an email from CARB Admin/Okta, make sure to check one or all the below:
Check your Junk Email, Spam, or other folder.
Confirm you have access to the email that you used to register the account.
Check with your technical support staff to ensure the email is not blocked.
Once you receive the email from CARB Admin/Okta (subject line “Welcome to CARB!”), follow the on-screen prompts to complete the registration process.
From the CTC-VIS portal’s landing page, click on the “Log In” button.
Enter the email address you used during registration in the “Username” field and click the “Next” button.
Enter the password you created during Okta user identity/authentication process in the “Password” field and click the “Verify” button.
The following Test Results page should now be displayed:
Compare the data displayed in the Test Results grid to your records.
Test ID: A unique number generated by the CTC-VIS system
eVIN: The “electronic” VIN reported by the OBD system
User VIN: The VIN manually entered into the OBD scan device
License Plate: The license plate number reported by the OBD system
Test Result: The test result reported by the OBD system
Scan Date/Time: The date and time of the test scan reported by the OBD system
Protocol: The OBD protocol used by the vehicle (either J1939, J1979, or J1979-2)
Each test result is a hyperlink that displays the associated Test Result message in a popup dialog box when clicked on.
