CAP Consultation Group – 2024 Request for Member Applications
CARB Now Seeking Applicants to Serve on The Community Air Protection Consultation Group – Application Deadline November 15, 2024
CARB is seeking applicants to serve on the reinvigorated Consultation Group to advise on its implementation of the Program and the ambitious goals in Blueprint 2.0. This statewide strategy calls for CARB and air districts to meet commitments to the 19 communities currently in the Program while also bringing benefits to more communities overburdened by air pollution.

Application Deadline: Member applications are due no later than 11:59 p.m., Pacific Standard Time, Friday, November 15, 2024, through the application portal (use the application link above). Applicants should plan and allow enough time to read through and complete the application prior to the application deadline.
Prepare Before Completing Application and Review Reference Information. It is recommended that Applicants review all the reference material within the application before completing their online application.
- Application Information. In addition to providing contact and relevant organization or government affiliation information, Applicants should be prepared and will be required to respond to up to five written questions (1000 character limit per question) as part of their completed online application:
- Why are you interested in community air protection?
- How do you see yourself contributing to the goal of the Consultation Group which is to advise CARB on the implementation of Blueprint 2.0?
- How will your experience / qualifications inform your advice to CARB about how to implement the community air protection program?
- Please share any relevant experience you have related to governance, such as group decision making, collaborative problem solving and constructive resolution of conflict.
- If naming an Alternate: In your absence, why do you believe your chosen alternate is the best representative to provide input to this group?
Naming an Alternate (Optional, but encouraged): Applicants will have the opportunity and option within the application to name an Alternate who can serve in their place. It is encouraged that Applicants consider naming an Alternate for continuity in representation and appropriate advisement for the respective stakeholder group represented by the Member when they are unavailable. If naming an Alternate, Applicants will need the name, title, email, phone (with area code), and organizations or Tribal government information of the Alternate to include in the application.
- Alternates will be appointed by the Board, or by the Executive Officer where consistent with a Board Resolution delegation, in the same manner as Consultation Group Members.
- Members will be expected to brief Alternates as reasonably possible so that Alternates can participate effectively in meetings when necessary.
Consultation Group Members and Member Alternates:
May serve up to 4 years.
Must comply with Government Code section 87104. Compliance means that Consultation Group members may not be a signatory, administrator, principal investigator, or co-principal investigator on a grant application or contract bid, or on any resulting contract or grant agreement, or letter of support, including CARB's Community Air Grants or the California Environmental Protection Agency’s (CalEPA) Environmental Justice Grants. Additionally, Consultation Group members will specifically be prohibited from making a formal or informal appearance before, or oral or written communication to CARB for the purpose of influencing a decision by CARB on a contract, grant, loan, license, permit, or other entitlement for use. Compensation for Eligible Consultation Group Members. Consultation Group members who are not representatives of government agencies will be eligible for $100 in compensation per meeting and reimbursement for travel expenses. ((Health & Saf. Code, § 39603, subd. (a)(2); Gov. Code, § 11564.5.)) Travel expenses will require prior CARB approval and will be based on current State government travel reimbursement rates.
- Compensation and Reimbursement for Alternates. Alternates for compensation-eligible members will only receive compensation and travel reimbursement for Consultation Group meeting(s) if the Alternate attends a meeting on behalf of the Board approved Consultation Group Member who is unable to attend. Alternates will not receive compensation or travel reimbursements for Consultation Group meetings that they attend in addition to the primary Consultation Group Member.
- Compensation and Reimbursement for Alternates. Alternates for compensation-eligible members will only receive compensation and travel reimbursement for Consultation Group meeting(s) if the Alternate attends a meeting on behalf of the Board approved Consultation Group Member who is unable to attend. Previous Consultation Group Members and Member Alternates may apply to serve for another term.
- Up to 3 meetings annually anticipated to begin in the summer of 2025. Consultation Group meetings will be held at the CalEPA Headquarters building in Sacramento or the CARB Headquarters Building in Riverside. Meeting formats may be in-person, or hybrid. Under current law all Consultation Group members may appear virtually subject to the requirements of the Bagley-Keene Open Meetings Act.
Application Review, Criteria, and Selection. CARB staff will review all completed applications received by the deadline, develop a list of recommended Consultation Group members, and present them to the Board for appointment in the Spring of 2025. The criteria that will be considered for selection of new Consultation Group members include:
- Representation of communities in the State with the most significant exposure to air pollution
- Knowledge of and experience, including lived experience, of working to or advocating for improved air quality at the local scale
- Interest in or demonstrated experience with governance structures including a diverse range of views and perspectives.
