Please provide emissions details comparing the carbon intensity of manufacturing a bio diesel product. According to the proposal the bio diesel will be manufactured out of State and sent to California via pipeline. If the carbon intensity of refining the feedstock outweighs the benefit of end use makes the GHG reduction from a climate change standpoint moot.
