Project Details
The Community Transportation Needs Assessment (CTNA), was conducted by the Riverside Community College District (RCCD) and designed to understand the mobility behaviors, patterns and trends of students, faculty and staff living within low-income or disadvantaged communities with the highest burden from air pollution. The assessment comprised two components: a transportation access data analysis and stakeholder outreach events. RCCD used a survey tool and virtual workshops to engage campus stakeholders. Outcomes from stakeholder input and transportation access data analysis provide insight about mobility needs, options, and solutions.
Project Highlights
- Stakeholders are curious about participating in the zero-emissions future and have concerns about cost, range anxiety and availability. A sustainable carshare program requires ongoing outreach and education.
- Nearly 60 percent of survey respondents would drive an electric vehicle if given the opportunity.
- About 75 percent of survey respondents have never driven an electric car or battery electric vehicle.
- 92 percent of survey respondents are already connected to smartphones, a key tool to access shared mobility platforms.
Lessons Learned
- Build lasting connections with student groups, professional organizations and community allies to ensure that project design continues to be driven by those who are most likely to benefit from a community carshare program.

Resource Contributions:
- Riverside Community College District and EViaShare co-developed the project and provided staff and material resources for research, outreach, analysis and reporting.
- RCCD Facilities Planning & Development encouraged campus stakeholders to participate in virtual meetings and to complete an online survey.

Community Details
The project area focused on 14 census tracts, serving a population of approximately 68,000 people who reside in communities that are disproportionately burdened by the impacts of poor air quality. The project area includes low-income and disadvantaged communities within the City of Moreno Valley, Riverside and the community of Jurupa Valley. The area is generally suburban and less urbanized. Participants included RCCD students, faculty, and staff.
Community Benefits
The Board of Governor (BOG) of California Community Colleges passed a resolution No. 2019-11 and adopted a new sustainability and climate action policy on May 19, 2019 with 2025 and 2030 goals for community college districts throughout California. The BOG policy requires Riverside Community College District to reduce its greenhouse gas emission to 30% below 1990 level by 2025 and to 40% by 2030, and provide 25% of fleet vehicles to be zero emission vehicles by 2025 and 50% by 2030. Therefore, a carsharing program provides a great opportunity to achieve some of the district local and state goals.
