Project Details
For the needs assessment effort, The Urban Collaborative Project used a variety of resident surveys and social media tools to engage and outreach to the community groups and community members. Participants included residents, businesses, or other stakeholders who may benefit or be affected by a new clean mobility service in the community, with a particular focus on the disadvantaged communities of Las Chollas View and Ocean View. The Urban Collaborative Project worked with the Transit Equity Working Group to build in the existing community assets identified in previous projects. It also collaborated with nonprofit organizations in the project area, and residents help gather the answers for the assessments.
Project Highlights
- Community members that utilize public transportation daily shared their first-hand experience and revealed observations on the functioning between bus/trolley and the way the different lines are maintained.
- When asked about their feedback on walkability and safety, community members revealed their concerns and desires for a better experience getting around on foot in their neighborhoods highlighting street infrastructure such as sidewalks, bike lanes, and construction.
- It is clear through our community engagement events that people do use public transportation as an alternative to use of personal vehicles, but it is not the most time effective or comfortable means of transportation.
Lessons Learned
- While the long-term impact of the COVID-19 pandemic on local and regional travel remains unknown, the survey revealed respondent concerns with readily using shared mobility services including transit and on-demand rideshare. These concerns were mostly related to passenger safety, comfort, and cleanliness of vehicles.
- Moving forward, mobility services will need to integrate ongoing communication around safe health practices, while also providing amenities and features to ensure riders feel safe and comfortable when traveling

Community Details
The project focused on 7 census tracts within the disadvantaged communities of Las Chollas View and Ocean View in San Diego. The residents in these census tracts are English as a second language majority, younger families, with an average household income of $41,000, and are dependent on mass transit services. However, due to cost, residents carpool as much as possible. Older adults living in these communities also struggle with transportation costs. The region is much more sprawled out and causes community members to live further away from job centers, medical services and grocery stores.
Community Benefits
The needs assessment goal was to address concerns around the overall lack of accessible, reliable, and affordable transportation services and resources, as well as the number of traveled miles to desired destinations for the Los Chollas View and Ocean View communities. An additional focus for the needs assessment is providing transportation education for the community.

The Urban Collaborative Project is a community effort consisting of a series of action teams using data to identify major disparities within the San Diego community. These teams produce action plans, research and solutions designed to address our disparities focusing on health education and art and infrastructure. This "community healing process" is designed to build capacity by encouraging training and supporting local residents to identify and solve local community issues.
