We are making progress in reducing damage to the ozone layer by requiring the use of hydrofluorocarbon (HFCs) in air-conditioning equipment even though they still contribute to global warming. The California Air Resources Board should not grant the above named applicant a variance as it is not "impossible" to comply with the the requirements of section 95374(c). It might be hard, but I am sure the applicant can find a way to comply with the current standard.
