Webinar for California Native American Tribes to Consider Tribal Land Ownership Map: On October 11 and 14 via webcast, CARB will hold two webinar sessions (October 11 and October 14) to solicit input from California Native American Tribes on how to map tribal ownership boundaries for use in land management modeling for the 2022 Scoping Plan update. This workshop is part of a series of workshops CARB is hosting in support of the 2022 Scoping Plan Update and is meant to assess progress towards achieving the 2030 target in Senate Bill 32 (Pavely, 2006) and lay out a path to achieve carbon neutrality no later than 2045 (Senate Bill 100, De León, 2018). Interested California Native American Tribes are encouraged to participate in either or both of the webinar sessions.
Public Webinar on CARB Programs and Regulations: On October 12 via remote access, CARB will host a public webinar on several new regulatory programs that will aid the State in achieving carbon neutrality. The course will cover requirements for existing, new, and upcoming regulations, proposed program elements, and the regulatory process.
Public Workshop on Advanced Clean Cars II: On October 13 via remote access, CARB staff will provide an overview at the upcoming public workshop on the Advanced Clean Cars II (ACC II) regulations. The ACC II regulations seek to reduce criteria and greenhouse gas emissions from new light- and medium-duty vehicles beyond model year 2025 and increase the number of zero-emission vehicles (ZEV) for sale. At this workshop, CARB staff will share updated analyses and proposals to amend the Low Emission Vehicle Regulation and the current ZEV Program as well as proposed measures to increase access to ZEVs for priority communities.
Public Webinar on In-Use Off-Road Diesel Vehicle Regulation: On October 14 via remote access, CARB will host a public webinar on the In-Use Off-Road Diesel Vehicle Regulation (Off-Road Regulation). This course will provide detailed information to fleet owners on the Off-Road Regulation and the importance of compliance. The goal of the Off-Road Regulation is to reduce NOx emissions and requires fleet owners to label their off-road vehicles and reduce emissions from their older equipment. This course will cover the applicability of the Off-Road Regulation, current requirements, future compliance deadlines, and an overview of the Diesel Off-Road Online Reporting System.
Public Meeting to Consider Assembly Bill 617 Community Emissions Reduction Program for the Portside Environmental Justice Neighborhoods: On October 14 via webcast, CARB will conduct a public meeting to consider the approval of the Community Emissions Reduction Program (CERP) for the Portside Environmental Justice Neighborhoods. Assembly Bill (AB) 617 (Garcia, Chapter 136, Statutes of 2017) requires community-focused action to reduce air pollution and improve public health in communities that experience disproportionate burdens from exposure to air pollutants. CARB selected the Portside Environmental Justice Neighborhoods for an air monitoring plan in September 2018, and the San Diego Air Pollution Control District worked with a community steering committee to develop the CERP After revieing the plan, CARB staff determined that it met the criteria established by the Community Air Protection Blueprint.
Public Meeting for Scientific Review Panel: On October 15 via webinar, CARB, Office of Environmental Health Hazard Assessment (OEHHA), and DPR staff will hold a public meeting for the Scientific Review Panel (Panel) on toxic air contaminants pursuant to California Health and Safety Code section 39670. The Panel is charged with evaluating the risk assessments of substances that could be identified as toxic by CARB, OEHHA, and DPR. Agenda items for this meeting include a review of 1-Bromoprane cancer inhalation unit risk factor, and a discussion on updates on amendments to the Air Toxics “Hot Spots” Emission Inventory Criteria and Guidelines Regulation (AB 2588, Connelly, 1987). Written comments or submissions from the public regarding reports that are under review are welcome.
