Public Workshop on 2022 Scoping Plan Update: On November 2 via remote access, CARB staff will hold a public workshop in collaboration with the California Energy Commission (CEC), the California Public Utilities Commission, and the California Independent System Operator to discuss the electricity sector in meeting the State’s energy, climate, and air quality goals. This workshop will inform the 2022 Scoping Plan Update and is part of a series of workshops CARB is hosting to assess progress towards achieving the 2030 target in Senate Bill (SB) 32 (Pavely, 2006) and lay out a path to achieve carbon neutrality no later than 2045 (SB 100, De León, 2018).
Public Workshop to Discuss the Off-Road Diesel Engine Emissions Standards: On November 3 via remote access, CARB will host a public workshop to discuss potential amendments to the off-road diesel engine standards, Tier 5 rulemaking. These amendments would aim to further reduce oxides of nitrogen and particulate matter emissions from new, off-road compression-ignition engines. Participation from interested stakeholders is strongly encouraged.
Joint Public Meeting: On November 4 via webcast, CARB will host a public meeting with California Transportation Commission (CTC) and the California Department of Housing and Community Development (HCD). This is the second of two annual joint meetings between these agencies in 2021 to coordinate interagency efforts in the implementation of policies that affect transportation, housing, air quality, and climate. At this meeting, CARB, CTC, and HCD will hear informational presentations on: (1) equity leadership and opportunities to further incorporate equity into each agency’s respective efforts in housing, transportation, and climate; (2) how state agencies can learn from recent community-based initiatives in the Central Valley from Fresno-based Leadership for Justice and Accountability; (3) the interdependent relationships between State housing, vehicle miles travelled reduction, and equity goals and actions to advance coordinated progress; (4) San Diego based City Heights Community Development Corporation's successess and challenges in implementing community-led investments in affordable housing and low-carbon transportation, and how State agencies can support these efforts; (5) Thrivance Group's efforts in California communities to ensure housing and transportation investments are community-based and recommendations on how state agencies can advance community-centered planning and investment; (6) an assessment of California’s transportation plans, funding programs, and sustainable communities strategies from the California Strategic Growth Council and the College of Environmental Design at the University of California, Berkeley; and joint updates from CARB CTC, and HCD.
Public Webinar on Diesel Truck Rules: On November 4 via webcast, CARB will hold a public webinar on diesel regulations, compliance, and reporting. Owners, operators, and dispatchers for heavy-duty diesel trucks in California are encouraged to attend to learn how to legally operate diesel trucks in California. The course will also cover recent changes and updates to existing laws and regulations.
