All Valley Environmental, Inc. Case Settles for $140,050
All Valley Environmental, Inc. a.k.a. Kochergen Farms Composting Inc, a.k.a. Green Valley Recycling (hereinafter All Valley Environmental, Inc.) will pay $140,050.00 in penalties for violating air quality regulations: $105,037 will go to the Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality; and $35,013.00 will go to the School Bus Retrofit Project to retrofit school buses throughout California with diesel emission control strategies. This settlement was reached in July, 2016.
An investigation by the Air Resources Board (ARB) showed that All Valley Environmental, Inc. failed to bring 13 of their heavy-duty diesel tractors into compliance with the applicable in-use performance standards and failed to properly self-inspect their diesel trucks to assure the trucks met state smoke emission standards. ARB documented violations as they related to the Periodic Smoke Inspection Program (PSIP), the Truck and Bus (TB) Regulation, the Emission Control (ECL) Program, and the Off-Road Diesel Vehicle Regulation (ORDV). To settle the case, All Valley Environmental, Inc. agreed to the $140,050.00 penalty and to comply with PSIP, ECL, TB, ORDV, and other ARB programs.
