Conoco Phillips Case Settled in Principle - $8,000 Settlement
On August 15, 2002, a shipment of CARBOB regular being transferred from their Rodeo refinery to their Richmond terminal was contaminated with straight run naphtha. Similar incidents occurred on September 24 and September 28, 2002, although the September 28 incident did not result in a violation. It was later found that a leaky valve in the Rodeo facility's main pump house was the source of the contamination. A Report of Violation was issued for the first two incidents, both of which were self-reported. A telephone conference was held on June 30, 2003, during which the case was settled in principle for $8,000 at $4,000 for each violation.
