This page contains all necessary administrative forms, documents, and supplemental resources for each air district to administer their local Community Air Protection (CAP) Incentives Program.
The following table contains links to all applicable forms and documents. Each form or document is accompanied by the relevant email contact to whom air districts must send it when submitting to CARB for processing, a list of supplemental email contacts that air districts should CC when submitting, and a description of the form or document's purpose. Please include your air district's CAP Incentives liaison in any email correspondence. The CAP Incentives Liaison List may be found in the CAP Incentives Resources table below.

Carl Moyer Program Redirection of Funds to Another District Form (MSCD/ITAB-078) | CAP Incentives Team | N/A | With approval from CARB, an air district may choose to redirect CAP Incentives that have already been disbursed to them to another air district. Air districts must submit this form to CARB when requesting approval for a redirection. |
Carl Moyer Program Returns of Funds Form (MCSD/ITAB-161) | CAP Incentives Team | N/A | An air district must return any CAP Incentives that have passed their grant liquidation deadline, as stipulated in the General Terms & Conditions of the relevant grant agreement and the CAP Incentives Guidelines, within 90 days of the deadline passing. An Air district must submit this form to CARB alongside a check for returned funds. |
Community Air Protection (CAP) Incentives Program District Yearly Report Certification Form (OCAP/CPB-198) | CAP Incentives Team | N/A | Air districts must submit this form to CARB for their annual reporting, due at the end of September each year. Staff will update this form each year in advance of annual reporting. |
Jobs-Outreach Reporting Template (OCAP/CPB-191) | CAP Incentives Team | N/A | For all funds appropriated from the Greenhouse Gas Reduction Fund, an air district must fill out portions of this spreadsheet as part of their annual reporting. All air districts must report outreach events for CAP Incentives, and air districts with any unliquidated CAP Incentives allocation of $1,000,000 or more must report jobs activity as well. |
Request To Use Or Modify Approved Community-Identified Stationary Source Project Plans (MSCD/ITAB-223) | CAP Incentives Team | N/A | An air district may request to modify, and/or extend the scope of, any CARB-approved Stationary Source or Community-Identified Project Plan. The requesting air district need not be the creator of the original Project Plan. |
Request to Transfer Administrative Funds to Project Funds (coming soon!) | CAP Incentives Team | N/A | With approval from CARB, an air district may choose to transfer any portion of their available administrative funds to additional project funds. In lieu of a document, air districts must submit such requests via email to the CAP Incentives Team. |

Model Resolution for Air District Participation in the CAP Incentives Program (coming soon!) | TBD | Prior to requesting disbursement of CAP Incentives, an air district must demonstrate proof that their Board has accepted the funds via a resolution or minute order. Staff is developing a model resolution for air districts and will publish it here, but in lieu of that, air districts may look to the Model Resolution for Air District Participation in the Carl Moyer Program. |
Mobile Source Control Division Incentive Program and Fiscal Reviews - Policies and Procedures | April 2018 | The Mobile Source Control Division at CARB oversees the annual review of multiple incentives programs administered in part by air districts, including CAP Incentives. This policies and procedures document outlines their processes for conducting such program reviews. |
Stationary Source and Community-Identified Projects Evaluation Process Flowchart | July 2025 | This flowchart outlines the stages of Project Plan development, review, and approval, by both air districts and CARB, for both Stationary Source Projects and Community-Identified Projects. |

Orientation for Community Air Protection Incentives | October 2023 | This orientation tool for CAP Incentives is intended for use by potential applicants or program participants, community members participating in AB 617, the public at-large, and even on-boarding new air district or CARB staff. Note that staff has not yet updated this tool to reflect the recent revisions to the CAP Incentives Guidelines published in April 2024 and May 2025. |
CAP Incentives Allocations to Air Districts (coming soon!) | TBD | CARB works with the California Air Pollution Control Officer's Association (CAPCOA) to allocate each new appropriation of CAP Incentives to air districts, and will publish final allocations here. |
Quantitative Methodologies to the CAP Incentives 2019 Guidelines | May 2020 | Each of the project categories eligible in the CAP Incentives Guidelines has emission benefits that air districts must calculate when evaluating projects for selection or when reporting project outcomes to CARB. This document contains approved methodologies by which air districts, and CARB, calculate such project outcomes. |
