Public Workshop on Proposed Off-Road New Diesel Engine Emissions Standards (Tier 5 Rulemaking): On October 8 via remote access, CARB will host a public workshop to discuss proposed amendments of the off-road new diesel engine emissions standards to reduce oxides of nitrogen (NOx), particulate matter (PM), and carbon dioxide (CO2) emissions from new off-road compression-ignition engines (Tier 5 rulemaking). This workshop was originally scheduled to take place on September 27. CARB staff will discuss changes to the On-Board Diagnostics (OBD) and Tier 5 proposals. The Draft Proposed Regulation Order for the Tier 5 rulemaking will be released prior to the workshop. Staff will seek feedback from interested stakeholders.
Public Workshop on Community Air Grant Application: On October 8 via remote access, CARB’s Office of Community Air Protection will host the second public workshop to discuss applying for a Community Air Grant (CAG). The first was held on September 30. The workshop titled, “Cycle 5 Request for Applications (RFA) Public Workshop 2,” will be interactive and focus on the Cycle 5 Request for Applications. Spanish translation services will be offered. Almost $16 million is available for CAG Cycle 5 projects. All applications must be submitted and received via email through the Community Air Grants email at airgrants@arb.ca.gov. The deadline for applications is Friday, November 1, no later than 11:50 p.m.
Zero-Emission Vehicle Tour Event: On October 9 in Sacramento, CARB will participate in a Zero-Emission Vehicle (ZEV) Tour Clean Fleet Experience event hosted by California Mobility Center. Staff from CARB, CALSTART, Pacific Gas and Electric Company, and the local air district will provide attendees with information on alternative-fuel vehicles, infrastructure and energy solutions, incentives and grants, Advanced Clean Fleets Regulations, and workforce development.
Clean Truck Check Training Webinar: On October 9 via remote access, CARB will host a Clean Truck Check training webinar to discuss vehicle testing requirements. This will be the first of two public online emissions-testing training webinars scheduled; the second one will take place November 12. Periodic vehicle emissions-testing requirements become effective October 1, 2024, with the first associated vehicle compliance deadlines taking place in January 2025. These tests must be performed by a CARB credentialed tester. Staff plans to discuss how fleets can use the Clean Truck Check reporting system to track their upcoming testing requirements and vehicle-compliance test results. Regional Listening Session on Zero-Emission Space and Water Heater Standards: On October 9 in National City, CARB, along with Climate Action Campaign, will host a listening session as part of an effort to engage the public and inform the development of zero-greenhouse-gas-emissions standards for space and water heaters. These standards seek to reduce climate pollutants and smog-forming emissions from new space and water heaters sold in California to help meet the State’s climate goals and federal air quality standards. This meeting will be part of a series of sessions hosted throughout the State. CARB staff will proactively share information about the potential regulation, solicit public feedback, and identify possible solutions.
Assembly Bill 32 Environmental Justice Advisory Committee Meeting: On October 11 in Sacramento and via remote access, CARB will host a public meeting for the Assembly Bill 32 Environmental Justice Advisory Committee (EJAC). The committee is comprised of representatives from California communities most heavily impacted by air pollution. This upcoming meeting will include a public comment period.
