The Air Resources Board was asked to assist the Department of Motor Vehicles and the California Highway Patrol in the investigation of Blackline American Corporation. The company was erroneously reporting low California mileage. With apportioned registration, the registration fees paid to each jurisdiction is based on the percentage of travel in each state. The reduced registration fees affect how well the counties are able to enforce environmental laws. The company was found to be in violation of registration and business laws during 1996, 1997, and 1998. This case was settled through the Orange County District Attorney's Office. The Air Resources Board portion of the settlement was $5,000 for the investigative costs it incurred.
