Overview: The California Energy Commission (CEC) provided an overview of their Draft ZEV Workforce Training and Development Strategy and continued the discussion about a proposed project for the Task Force, a Zero-emission Vehicle (ZEV) Workforce Catalog.

Clean Transportation Program
- The transportation sector is responsible for significant greenhouse gas emissions and public health impacts.
- Pollution burdens fall disproportionately on vulnerable and disadvantaged communities.
- AB 118 (2007), the Clean Transportation Program, was created to invest in a cleaner, healthier transportation system.
- In 2023, the Clean Transportation Program was reauthorized through 2035
- Up to $100 million per year.

Open Discussion:
A question came up asking if CEC has anything specific for tribes? Jana mentioned that CEC offered a tribal solicitation grant funding opportunity last year. Applications have already closed and there’s a notice of proposed awards posted on their website. Tribal members can apply for the workforce development grants but Jana was unsure if or when any new solicitations focused on tribes would be released.
A comment was made regarding the Charger Maintenance and Repair Training incentive program objective, emphasizing that licensed electricians should be trained in appropriate safety procedures for repairing electrical equipment and that only licensed electricians should perform charger maintenance and repair tasks.
Task Force Project Idea – ZEV Training Catalog
Jana described a project that the Task Force could work on. The proposed project focuses on identifying and cataloging existing ZEV workforce training and development programs across California. The goal is to create a user-friendly, public-facing dashboard that highlights critical information about these programs. The ZEV Equity Task Force workgroup could:
- Determine the appropriate data fields for inclusion,
- Contribute to compiling and verifying the program inventory,
- Assist in designing and launching the webpage/dashboard, and
- Develop a plan for ongoing maintenance and updates to ensure the data remains current and relevant.

Open Discussion:
Someone asked if there would be a way to include careers pathways or manufacturer training programs to support it and career pathways to support where you can go in this industry? There’s interest in including battery manufacturing and LDV training programs within it.
The response was, yes, the scope and what would be included would be determined by the subgroup and the experts developing the catalog.
Someone suggested that proper recycling could be added to the scope. Also, it was suggested that clear regional market labor information for EV skills should be included and that the catalog needs to be regionally focused to make sure the training offered focuses on the area.
There was a comment requesting that we prioritize rural areas. You often hear about initiatives in cities, but the rural areas need it the most.
