Edna Murphy
Ms. Edna Murphy was appointed as Deputy Executive Officer (DEO), Internal Operations in May of 2021. Ms. Murphy oversees the performance of CARB’s mandated program responsibilities as they relate to administrative functions, information technology (IT) operations and security, racial equity and diversity, Equal Employment Opportunity (EEO), enterprise-wide risk assessment and strategic planning.
Ms. Murphy is the executive lead on the administrative, IT operations and security for CARB and holds a key leadership role in achieving the department’s mission. She provides leadership and guidance on enterprise risks associated with all internal operations across all CARB divisions and offices; and is regularly consulted on the handling of highly sensitive legal, programmatic or policy matters.
As the DEO, Internal Operations, Ms. Murphy serves as CARB’s primary representative to control agencies while working with top-level executives from the CalEPA and its Boards, Divisions and Offices (BDOs). Ms. Murphy plays a critical role in the development of policy changes and program implementation, and is instrumental in responding to audits and legislative inquiries. In her role, she focuses on addressing internal-facing issues, such as budgets, racial equity and diversity efforts, EEO, risk management and mitigation, and strategic planning in support of the mission.
Prior to joining CARB, Ms. Murphy served as the Deputy Director of Administration for the California Department of Tax and Fee Administration. Ms. Murphy has an impressive and successful state career with over 30 years working for multiple departments overseeing the administrative and technology operations.
Ms. Murphy holds a B.S. in Accounting and a M.S. in Business Administration. Though having lived in Sacramento for majority of her life, Ms. Murphy is a native of Chicago and she has an adult son named Derrick.
